On NY 28 in the village of Eagle Bay, Big Moose Road will exit to the north.  In 11.7 miles, turn right on Stillwater Road.  At 0.4 miles, go left on Necessary Dam Road.  Trailhead parking will be in 1.2 miles.

This location is actually a series of three drops.

At about 1.7 miles along the trail, the drops will be on the stream on your right feet.

Three drops comprising Shallow Pond Outlet Falls are another 1/4 miles or so upstream.

Shallow Pond Outlet flows into the Stillwater Reservoir, which in turn flows into the Beaver River.  The Beaver continues into the Black River, which empties into Lake Ontario at the Black River Bay, just southwest of the village of Dexter.
